In Brooklyn its BCAT.  You pay them a fee to take their classes and be trained by them.  Then you can take out their equipment and shoot -- but you need to provide them with a program they can air.

INTRO TO SCRIPTWRITING: Written Blueprint for Making a Film — Development
A comprehensive introduction to screenwriting and how a script is used by all departments as the ‘blueprint’ for making a film. Students will learn how to write short scripts with a focus on three act structure; character development; building back story; foreshadowing; and using props and set as visuals to help advance and deepen the storyline. One of the student scripts will be selected for production in the third class. Choose from two different sessions of this class:

FLM 100 Wednesdays, April 6, 13, 20, 27, &amp; May 4 6:00-9:00pm 15 hours, $120*
New York City College of Technology’s Division of Continuing Ed, 25 Chapel Street, Brooklyn

We have a MAKE A FILM Class - PreProduction &amp; Shoot - starting this Wed, Jan 5 (see attached).  You can audit ($6 per session) the first 4 sessions and see firsthand what we
are doing.   We select a student script from our Intro to Scriptwriting Class and develop it to a more professional level, and then work with an emerging director, cinematographer, and editor to shoot a short film.   

I also suggest you go to MeetUp.com -- they have a number of filmmaker networking groups
where you might be able to meet other filmmakers who want to work on projects together.

Our next Intro to Scriptwriting Class is in the Spring and starts April 6th.
